One. General situation of the department
The Health Policy Research Institute (HPRI) of Xuzhou Medical University was established in June 2021 and contains three institutions- the Aging Studies Institute (ASI), the Institute for the Medical Humanities (IMH), and the Institute of Health Policy and Health Management (IHPHM). The HPRI provides project demonstration, senior care planning, medical humanities, health policy and management, and related industry designs, providing technical support and policy advice for relevant departments, carrying out special training for senior care talents, and promoting the continuous development of local health industry.
The ASI was prepared to construct in 2017 and was officially established in September 2020 as the first college pension research institute in China. The inaugural meeting was held in October 2020. Jian-an Tang, deputy director of the National Health Commission Capacity Building Continuing Education Center made a special trip to Xuzhou to unveil the institute together with Hong-xing Cai, a member of the Standing Committee of the Party committee and vice president of Xuzhou Medical University. Many mainstream media in China reported the ceremony. The team of ASI includes more than 10 researchers, including health policy and geriatric care researchers, orthopedics, neurologists, and other healthcare personnel related to gerontology, and senior managers of big health pension financing enterprises. Professor Shi-hong Zhao, president of the Institute, is the former deputy secretary of the Party Committee and vice president of Xuzhou Medical University.
In 2014, Xuzhou Medical College (now called Xuzhou Medical University) was approved as the first batch of off-campus health policy and health management research base in Jiangsu Province, and jointly carried out health policy and management research with Xuzhou administrative health authorities. The IMH was established in 2017 and was under the jurisdiction of the HPRI in December 2021. At present, the HPRI has completed the personnel formation and adjustment of the ASI and the IHPHM. It has more than 20 experts and scholars, such as the honorary director, honorary director, and director of the academic committee.
Two. Main functions of ASI
1. Research on the development of new pension industry include carrying out special research on the new pension industry and putting forward new pension suggestions according to the domestic and international development status of the pension service industry combined with relevant policies, systems, and pension needs.
2. Academic exchange: the ASI regularly holds special report meetings, an annual academic conference every two years and invite leaders of relevant government functional departments and part-time experts to discuss the academic and application of new pension; In line with the development needs of the pension industry, exchange activities were held to summarize and promote the experience of the new pension industry.
3. Industry consultation: provide consultation services such as demonstration and planning pension projects and operations and management consultation of new pension institutions.
4. Education and training: provide an education platform for training investors and employees in the pension industry; hold various levels and forms of senior care education and training.
5. Evaluation: Carry out assessments of senior care institutions and regularly publish the white paper on the regional ranking of pension institutions.
Three. Features and Highlights
1. Remarkable achievements have been made in senior care training. The training program for "One Elder and One Child" is the brand feature of the ASI and is one of the first training bases for senior care nurses in Jiangsu Province. It is also one of the units that have carried out senior care training for the longest time and the largest scale in China. Since 2009, it has trained over 3,000 senior care nurses and accumulated a wealth of experience training junior, intermediate, and senior pension talents.
2. Make full use of the think tank. In May 2020, the Institute submitted a "Digital Healthy Senior Care Service City Proposal" to Xuzhou Municipal Government to inform urban healthy senior care service construction. The proposal was recognized and given instructions by Zhou Tie-gen, then Municipal Party Committee Secretary. At the same time, the National Development and Reform Commission awarded our school the title of "Leading university in improving the quality and capacity of National Housekeeping Service Industry.”
3. Certain social influences
① The Institute is the vice president unit of Xuzhou Senior Care Service Association, and has been awarded the title of "Family Service Talent Training Base" by Xuzhou Bureau of Human Resources and Social Security and Xuzhou Joint Office of Family Service Development, and has been rated as "Advanced Unit of Family Service Development in Xuzhou" for many times

This theme report has received the attention and coverage of many domestic mainstream media and played an important role in promoting the development of the pension industry.
④ ASI experts were invited to attend the Oriental Cerebrovascular Disease Conference 2021 and the Academic annual conference of Stroke Specialty Branch of Shanghai Cerebral Medical Association and gave a theme report entitled "Information Assisted Construction of Stroke Center,” offering suggestions for digital aging care services.
4. Scientific research achievements
① Presided over and participated in 14 provincial and above projects and published 30 academic papers, five monographs, and textbooks.
② ASI is the maker and participant of Jiangsu Province's aging care services standard system, and has presided over the development of several provincial housekeeping service industry standards, including Jiangsu Province "Moxibustion health" exceptional professional competence standards and question bank" Service specification for family service mother and child caregivers" and so on, and served as the vice-chairman of Xuzhou Standardization Association. In November 2021, the first workshop on the Digital Economy and standardization of medical, health, and Nursing service systems was successfully held. And will further rely on its own and other industry experts’ advantages in Xuzhou region, Jiangsu province, and even the national standardization-related work.
5. Recent Cooperation Projects
① ASI signed a strategic cooperation agreement with Suqian Health Secondary Professional School in Jiangsu Province, reached consensus on the details of joint training of high-end senior care talents, and better helped promote the high-quality development of the senior service industry northern Jiangsu province.
② Cooperated with Liaocheng Luxi Orthopaedic Hospital, ASI built the “medical health aging care integration of high-end talent training base" to explore new training paths for high-end talents for integrating medical health aging care and promote high-quality quality development of service talents medical health aging care integration.
③ ASI has reached several cooperation agreements with Shanghai Full Enterprise Co. LTD. in the field of health post station into the community, high-end aging care talent training, and aging care theory research. It has promoted the transformation of scientific research into industrial incubation.
Four. Team Introduction
ASI relies on Xuzhou Medical University and the Affiliated Hospital of Xuzhou Medical University. Xuzhou Medical University is a medical university with a long history and distinctive characteristics in the Huaihai Economic region. It is also the center of medical education, medical research, and medical services. The history of Xuzhou Medical University can be traced back to the Jiangsu Provincial Medical College, founded in 1934. In 1958, the Nanjing Medical College moved to Xuzhou to establish the Xuzhou Branch of Nanjing Medical College. In 1960, it was named Xuzhou Medical College, and in 2016, it was renamed Xuzhou Medical University. In 2021, it was included in the construction peak plan for top universities in Jiangsu. As one of the four incubation platforms for the scientific research industry of high-level universities, ASI has a certain influence at home and abroad and plays a vital role in the research and development of the senior care industry.
Xuzhou Medical University has 17 schools (departments) and 36 affiliated hospitals (clinics and schools), with more than 16000 full-time students and 1300 teaching staff. There are 28 undergraduate majors, covering four disciplines: medicine, science, engineering, and management. There are two first-class disciplines authorized with doctor's degrees in clinical medicine and biology, eight first-class disciplines authorized with master's degrees in clinical medicine, essential medicine, biology, biomedical engineering, pharmacy, public health and preventive medicine, medical technology, and nursing, and clinical medicine, Stomatology, pharmacy, public health, nursing, electronic information, biology, and medicine There are eight professional degree authorization points in public management, with the right to promote and exempt postgraduates, and two post-doctoral research mobile stations in biology and clinical medicine and post-doctoral research workstations in clinical medicine. Xuzhou Medical University has undertaken more than 200 national scientific research projects in the past five years, including three national critical research and development projects. It has published more than 2000 SCI and EI papers, including many papers in the American Academy of Sciences and other high-level journals. It has won over 20 provincial and ministerial awards for scientific research achievements, such as the National Science and Technology Progress Award and the National Natural Science Award. Anesthesiology education is the characteristic and advantage of the school. Xuzhou Medical University is the first to establish an anesthesiology undergraduate major in China and built into the national "Characteristic Major of colleges and universities.” The anesthesiology teaching team is the "National Excellent Teaching team,” and the anesthesiology teaching achievements have won the first and second prizes of national Teaching Achievements. The university is the first in China to offer the "5+3 Connection" direction of anesthesiology, known as "the cradle of Anesthesiology talent training in China”.
The Affiliated Hospital of Xuzhou Medical University was founded in 1897. At present, it has become a large provincial grade A general hospital with a long history, large scale, high technological level, and strong core competitiveness integrating medical treatment, teaching, scientific research, first aid, health care, and rehabilitation. It is one of the four emergency relief bases in Jiangsu Province. The hospital has three areas: the main hospital, the east hospital and the West hospital. In the first half of 2019, hospitals provided outpatient and emergency services for nearly 1.4 million patients and discharged nearly 90,000 patients, about one-third of whom were from other places, with 4,500 open beds. The hospital has more than 4,000 staff members, including 700 with senior professional titles, 1,200 with doctoral and master degrees, one specially invited professor of the Cheungkong Scholars program, one member of the National Millions and Millions Project, one young and middle-aged expert with national outstanding contributions, 21 experts enjoying special government allowance, 13 young and middle-aged experts with outstanding contributions from the Ministry of Health and provincial government. The hospital has 28 provincial key clinical specialties and 31 municipal key clinical specialties. 14 clinical and medical departments have obtained the qualification of national drug clinical trial institution. It is the clinical training base and general practitioner training base of provincial Health Commission. In 2011, it was approved as a post-doctoral workstation (clinical Medicine) by the Ministry of Human Resources and Social Security. In 2013, five clinical medicine disciplines were awarded a doctor's degree, and all clinical medicine disciplines were awarded a master's degree. Clinical medicine of it ranks among the top 1% of ESI disciplines. In terms of technology, Xuzhou Medical Affiliated Hospital strives to build provincial-key specialties such as anesthesiology, hematology, and oncology, extensive resources to advantageous disciplines and strengthen and optimize advantageous disciplines with the goal of building national-level-key specialties. Over the past five years, the hospital has won 139 National Natural Science Foundation, 86 provincial and ministerial scientific research projects, 40 provincial health and Family Planning Commission scientific research projects, 32 Provincial Department of education projects, published more than 640 SCI papers, won one second prize of the national science and technology progress award, one second prize of the National Natural Science Award, four second prizes of the scientific research achievement award of the Ministry of education, and three third prizes of the Chinese medical science and technology award, There are 11 scientific and technological progress awards of the provincial people's Government, 16 first prizes and 39 second prizes of provincial new technology introduction, and 18 national invention patents. At present, Xuzhou Medical university-affiliated hospital has more than 400 large-scale medical instruments and equipment such as PET/CT, cyclotron, DSCT, 3.0T nuclear magnetic resonance, composite line SPECT/CT, large-scale digital flat-panel X-ray machines, Varian unique, 23x linear accelerator etc., which is in a leading position in East China.
Based on the rich experience and achievements of the Xuzhou Medical university is actively carrying out pension-related work over the years, ASI has gathered many well-known pension industry experts inside and outside the university to participate in pension research. ASI, together with Xuzhou Medical University and affiliated hospitals of Xuzhou Medical University, has made concerted efforts to promote the high-quality development of the senior care industry.
By constantly foreign cooperation, we will establish a new type of cooperation mechanism. Set up training bases with Wenzhou Medical University, and cooperate with Tianjin Jinli Technology Development Co. Ltd., Fujian Yiliankanghu Information Technology Co.Ltd., Beijing Huiyi Education Technology Co.Ltd., Jiangsu Baien Health Service Co. We also have established cooperative relationship with institutions offering domestic services.
Five. Cooperation objectives
1. Establish evaluation bases. Jointly set up senior assessment centers based on German standards with relevant German parties, carry out assessment work for medical institutions and senior care institutions, promote the implementation of world-class standards in northern China, promote the localization of German standards, establish friendly cooperative relations with local governments, and carry out assessment and training business.
2. Jointly carry out cooperative research on medical treatment, senior care, and infant care with relevant German parties, give full play to their respective expertise, jointly carry out scientific research and talent training, and promote Chinese ad hoc technologies such as traditional Chinese medicine and moxibustion to Germany.
3. Strengthen academic and scientific research exchanges with Germany, jointly hold scientific research forums and lectures, realize mutual employment, visits, and exchanges of experts, and promote bilateral cooperation and exchanges.
4. Provide German training for international students in Germany, recommend employment, and jointly carry out graduate academic education.
